PA FAIR HARNESS
HORSEMEN'S ASSOCIATION

All participants in Pennsylvania fairs and one or two-day Harness racing events must be licensed by the State Horse Racing Commission’s Bureau of Standardbred Racing. Participants (owners, trainers, and drivers) must all be members of both PHHA (Pennsylvania Harness Horsemen’s Assn.) and PFHHA (Pennsylvania Fair Harness Horsemen’s Assn.) in order to be covered for any sulky damage that occurs while participating at the events included in this book.  Excerpt from 2023 Guide, page 2

A Bit of Background

The Association was formed to promote the sport of harness racing in general, but in particular, the sport of harness racing at PA Fairs and any other racing events as sanctioned by the PA Horse Racing Commission.  Additionally, the purpose is to promote the best interests of its members, as well as horsemen in general, and their horses.
